Overview

The Planning Division is responsible for both current and long range administration of state, regional, and local land use laws. 

Types of Planning:

Current planning involves the review of development applications for conformance with City plans, ordinances and policies related to zoning, urban design, subdivision, and the California Environmental Quality Act. Processing of development applications also includes the consideration of public input at Planning Commission, Zoning Administrator, Architectural Review and Historic Preservation Board, and City Council meetings.

Long range planning involves the City’s policy planning activities, which include analyzing and preparing various planning documents such as the City’s General Plan, specific plans, Design Guidelines, and other land use studies. Community Development staff also assemble and maintain community data and demographics and coordinate the reporting of this data to outside agencies.

City facilities, including City Hall where the Planning Division is located, are open. We strongly encourage you to make an appointment to avoid long wait times. This also allows commerce to continue to occur, but also implements social distancing, as meetings are staggered. Residential Development

For any residential construction, the first step is to find the zoning for your property.

Zoning determines what can be on your property and which uses are allowed. Within the Residential zoning districts, zoning generally determines whether you can build one house or several dwelling units on your property.

Commercial, Office, Industrial, & Airport Development

For any non-residential development, the first step is to find the zoning for your property. Zoning regulates what uses can go where and the development standards to which new development must be built. Development standards refer to the height, lot coverage, parking standards, tree shading or landscaping requirements, and setback requirements that apply within a particular zone. If a proposed project is of a different use or standard than is normally allowed within a particular zone, the applicant may need to request a variance or a special permit.
